Committee Chairman
The Executive Committee is responsible for reviewing financial statements, committee progress and reports, and Council activities and initiatives.
The Executive Committee shall consist of the Council President, Vice President, Secretary/Treasurer, Immediate Past President, Chairperson of the Owner Steering Committee, and the Chief Executive Officer.
The Executive Committee shall meet on a regular schedule determined by the Executive Committee, but no less than bi-monthly.
Owner Steering Committee

The petrochemical, refining, manufacturing, and space industries (commonly referred to as 'owners') are represented by the Owner Steering Committee whose function, as provided under the Council's by-laws, is to overview the activities of the Council to assure the owners' objective of improving the health and safety of workers in the greater Houston area and beyond.
Participation in the Owner Steering Committee is limited to representatives from HASC owner sites.
The Owner Steering Committee shall meet on a regular schedule determined by the Owner Steering Committee Chairman, but no less than quarterly.
Regulatory Committee

The purpose of the Regulatory Committee is to assist the Council in accomplishing its goal of training and educating the workforce of our members and owners to perform their work to meet or exceed the safety, health, and environmental requirements of OSHA, Department of Transportation (DOT), Environmental Protection Agency (EPA), and other federal and regulatory bodies. The Regulatory shall also perform tasks that may be assigned by the Board of Directors, such as the coordination of informative Brown Bag seminars for the membership.
The Regulatory Committee is open to all HASC members and owners. Meetings are scheduled for the third Thursday of each month.
Awards Committee (sub-committee of the Regulatory Committee)
The purpose of the Awards Committee is to coordinate an annual awards program to acknowledge safe and healthful workplaces throughout its member companies and recognize the employees who have worked to make this a reality.
The “Award of Achievement for Most Improved Incident Rate ” will be given to employers who have experienced a minimum 10% reduction in the total recordable incidence rate, with no fatalities during the 2004 calendar year as compared to the average total recordable incidence rate for the three previous years. Any fatality sustained for the calendar year will disqualify the member from receiving this award.
The “Award of Excellence for Safety Achievement ” Gold Standard will be given to employers who have experienced Zero (0) Lost Time Incidents for 24 consecutive months.
The “Award of Excellence for Safety Achievement” Silver Standard will be given to employers who have experienced Zero (0) Lost Time Incidents for 12 consecutive months.
The “Award of Achievement for Training Commitment” will be given to employers who have attained certain levels of employee training based upon work-hours committed toward training at the Houston Area Safety Council as compared to total work-hours worked by the company in the Houston area during the 2004 calendar year.
The Awards Committee is a sub-committee of the Regulatory Committee and is therefore open to all HASC members and owners. Meetings are scheduled for the third Thursday of each month.
Commercial Issues Committee

The purpose of the Commercial Issues Committee (a committee of the Houston Business Roundtable) is to provide a forum for owners and contractors to discuss industry challenges and brainstorm solutions.
Working with the Commercial Issues Committee, the Houston Area Safety Council developed the Contractor Pre-Qualification Database application to to improve the laborious process of contractor pre-qualification. HASC jumped at the idea of creating a Rich Internet Application that would improve the experience of qualifying contractors for work in local plants while reducing the amount of time and money spent. Interestingly
enough, word of this extraordinary new service launched in February of 2004 quickly spread nationwide and HASC saw owners from as far as Los Angeles and Memphis joining the PQF Database. The more than 760 contractor companies using the system delight in filling out the form and posting other relevant documents only once to satisfy numerous owner sites across Houston and the country.
The Commercial Issues Committee is open to all HASC members and owners who are also active with the Houston Business Roundtable. Meetings are scheduled for the second Tuesday of each month.
